Can't connect to localhost if the network is unplugged

Reported by: alamaison Owned by: alamaison
Priority: minor (e.g. uncommon, cosmetic, has workaround) Milestone: 0.7.x Bug sprint
Component: backend Version: 0.4.6

Description

The status of the external network shouldn't affect the ability to connect to the loop-back interface aka 'localhost'. But it does.

It seems we have our own version of  this Google Chrome bug. See also  the change that fixed it.
