Create v0.4.6 to fix major installer problem.
The installer for v0.4.5 was completely broken. It didn't register ISftpConsumer correctly as I hadn't updated the Wix file when I modified the interface and changed its GUID.
Fixes #99.

Was causing assertions to be checked even in Release builds.
